The National Highway Authority of India (NHAI) has issued guidelines to address instances where National Highway users fail to affix FASTags on their vehicle windshields. In order to deter such behavior, NHAI has mandated that double user fees will be collected from users entering toll lanes without a properly affixed FASTag on the front windshield. This measure aims to prevent unnecessary delays at toll plazas, which inconvenience fellow highway users.

Detailed Standard Operating Procedures (SOP) have been communicated to all User Fee Collection Agencies and Concessionaires. These procedures mandate the charging of double user fees when a FASTag is not affixed on the front windshield of the vehicle. Information about these penalties will be prominently displayed at all User Fee plazas to ensure awareness among highway users.

Additionally, CCTV footage capturing Vehicle Registration Numbers (VRNs) will be recorded at fee plazas for vehicles without affixed FASTags. This will help maintain accurate records of fees charged and vehicle presence in toll lanes.

NHAI emphasizes adherence to established rules regarding the proper affixation of FASTags on vehicle windshields from the inside. Any FASTag not affixed correctly as per standard procedures will not be eligible for Electronic Toll Collection (ETC) transactions at User Fee Plazas. Vehicles in violation will incur double toll fees and may also face blacklisting.

Issuer banks have been directed to ensure that FASTags are affixed correctly on vehicle windshields at the time of issuance from various Point-of-Sale (POS) locations.

NHAI, in accordance with the National Highway Fee (Determination of Rates and Collection) Rules, 2008, collects user fees across approximately 45,000 km of National Highways and Expressways at about 1,000 Toll Plazas nationwide.

With a high penetration rate of approximately 98 percent and over 8 crore users, FASTag has significantly improved the Electronic Toll Collection system in the country. The initiative to charge double user fees for non-affixed FASTags aims to enhance toll operations efficiency and ensure a seamless and comfortable journey for National Highway users.
