With the Uttar Pradesh government accelerating key development initiatives under the proposed State Capital Region (SCR), residents of the state capital and surrounding districts can look forward to faster connectivity, increased employment opportunities, and enhanced infrastructure.

At the centre of this ambitious transformation is the Outer Ring Road project, which is poised to connect six districts: Lucknow, Barabanki, Unnao, Hardoi, Sitapur, and Rae Bareli. The project is designed to ease traffic congestion in urban areas, facilitate quicker intra- and inter-district travel, and serve as a catalyst for both industrial and residential development. In total, the SCR will span an area of 27,826 square kilometres, seamlessly integrating these districts.

According to officials from the Lucknow Development Authority (LDA), the tender process to appoint a consultant agency for the Outer Ring Road has been finalised and sent to the state government for approval. LDA Vice-Chairman Prathamesh Kumar stated that the appointed consultant would be responsible for preparing a comprehensive master plan for the entire SCR.

A report published by Hindustan Times on May 26 noted that an 18-member expert team from the selected consultancy would be tasked with drafting a detailed project report (DPR) for the SCR. This regional planning initiative is being modelled on the structure of the National Capital Region (NCR). Quoting government sources, the report also indicated that the selected firm had emerged as the top bidder among three applicants and that its appointment was likely to be cleared by the state cabinet shortly.

The SCR initiative aims to attract large-scale investments and unlock the economic potential of Lucknow and its adjoining areas. Officials revealed that the region will host smart clusters, innovation zones, and industry-specific hubs, thereby transforming it into a centre for employment generation and entrepreneurial activity.

Among the flagship projects proposed across the SCR are IT City on Kisan Path, Wellness City on Sultanpur Road, Anant Nagar Housing Scheme on Mohan Road, Prabandh Nagar Scheme on IIM Road, a 10,000-seat Mega Convention Centre, the State ODOP (One District One Product) Centre, PM MITRA Textile Park in Lucknow, the Defence Industrial Corridor, a Biofuel Plant in Sitapur, Mega Leather Cluster in Sandila, Leather Technology Park in Bathar, Sewage Infrastructure Phase III in Rae Bareli, and Trans Ganga City in Unnao.

Authorities said these projects are expected to spur industrial growth, generate employment, and significantly improve living standards for lakhs of residents in central Uttar Pradesh.
