The Ministry of Road Transport and Highways (MoRTH) has mandated that all Detailed Project Reports (DPRs) for highway projects include analysis using the Indian Space Research Organisation’s National Database for Emergency Management (NDEM). The portal offers satellite-derived hazard layers for floods, landslides, earthquakes and other events.
According to an official note, the NDEM data will enhance project planning, feasibility assessment and route alignment by providing high-resolution digital elevation models, land-use maps, seismic and landslide risk layers, river-basin networks and soil/geotechnical information. Consultants must document how the NDEM datasets shaped project design or mitigation strategies, and alignment approval proposals must indicate whether NDEM analysis was performed.
