The Paonta Sahib–Ballupur corridor is a critical inter-state route linking Uttarakhand and Himachal Pradesh, carrying heavy passenger, industrial and commercial traffic. Rapid urbanisation, ribbon development and limited carriageway width had resulted in persistent congestion and safety concerns, particularly around Dehradun and adjoining industrial and tourist zones.
To address these challenges, the National Highways Authority of India approved the Paonta Sahib–Ballupur Four-Lane National Highway Project on NH-07. The project involves upgrading a 44.80 km stretch from Paonta Sahib in Himachal Pradesh to Ballupur Chowk in Dehradun, including nearly 25 km of greenfield bypass to avoid congested towns such as Herbertpur, Sahaspur and Selaqui. The new alignment reduces the route length by around 7 km, delivering significant savings in travel time and fuel consumption.
Executed under the Hybrid Annuity Mode in two packages, the project includes Package I from Paonta Sahib to Mednipur at a cost of Rs 5.5321 billion, featuring a 1,175 m four-lane Yamuna River bridge, and Package II from Mednipur to Ballupur costing Rs 10.93 billion, incorporating underpasses, service roads and urban bypass sections. The total project cost stands at Rs 16.4621 billion, including land acquisition and clearances.
Recently, all major bridges and structures were completed, with final works targeted for completion by February 2026. A 31.50 km stretch has already been opened for traffic following safety audits. On completion, the corridor is expected to decongest Dehradun city, strengthen connectivity with the Delhi–Dehradun Economic Corridor, support tourism and industry, and improve overall road safety and regional mobility.
