Request for Proposal documents have been published on the NHAI portal and the central e-procurement platform, with access open from five June to six August 2026. Online bids must be submitted by 11:00 am on five August and will be opened at 11:30 am on seven August. The authority has specified that bids will be accepted only through the online mode, while certain original instruments such as bid security, powers of attorney and consortium agreements will need physical submission by the highest bidder before issuance of the Letter of Award.
The Government of India has entrusted NHAI with implementation and initiated the tender to appoint a private concessionaire for construction and operation. The corridor forms part of National Highway 866 and is intended to provide an alternative route for through traffic, thereby reducing pressure on existing urban arteries. Project documentation indicates that the concession will include operation and maintenance responsibilities during the concession period, with performance conditions set out in the tender.
Planners expect the outer ring road to improve regional mobility, ease congestion and support the movement of passenger and freight traffic while strengthening links to the Vizhinjam area and adjacent northern parts of the district. The authority noted the scheme is aligned with longer term plans to bolster Kerala's road infrastructure and cited Government E-Tenders as the tender source.
