The proposed facility will use a gantry-based system, while the technical bids are scheduled to be opened on October 23. The successful bidder will also construct the plaza’s control centre and will be responsible for creating, designing and operating the MLFF system. The bidder will be paid according to the number of toll transactions processed.
The Union transport ministry approved the relocation of the Kherki Daula toll plaza in May last year following persistent demands from local residents. The proposed Kukdola facility is around 12 km from the existing plaza. NHAI has provided estimated toll collections as a reference for bidders and expects the entire project to be completed within three months of awarding the contract.
The tender requires the selected company to install two gantries on the main carriageway, including paved shoulders, in each direction. Each gantry must be positioned approximately 350 metres downstream of the respective fee plaza. The system will include automatic number plate recognition (ANPR) cameras, radio-frequency identification (RFID) readers and antennas, detector-Lidar, detector-radar and audit surveillance cameras.
The Bijwasan fee plaza on the Dwarka Expressway and the proposed Kukdola fee plaza will operate as integrated fee plazas. User charges will be based on NHAI’s annual toll fee notification. The request for proposal estimates Kukdola’s toll collection at Rs. 1.66 bn for 2025-26. ANPR and FASTag-based electronic toll collection are intended to enable automated tolling, improve vehicle movement and reduce congestion and traffic jams at Kherki Daula.
